Our Client, A Government public services provider based in Dubai is looking to recruit a Manager - Geographical Information Systems (GIS) for their team.

The purpose of the role is to establish framework, policies, develop long term GIS (Geographical information system) plans for the section for ensuring proper GIS tracking specific to the Company which will enable them to function smoothly  helping it to achieve it’s mission and vision.

Responsibilities may include but not be limited to:

• To manage GIS projects and create complex special products including maps, digital spatial  data, reports & statistics
• Manage the GIS budget and resources.
• Request proposals, negotiate and administer professional contracts for GIS services and coordinate with other departments the provision of related services.
• Serve as the chief technical representative on issues related to evaluation and securing software, products and services in support of the division and provide substantial input into the company’s overall GIS strategic direction
• Produce standards, policy and methods; provide training, guidelines for and support to staff and other GIS users in the company's departments.
• Accurately estimate costs of projects, budget resources and equipment needs. Support strategic plans with budget projections and cost value analysis when appropriate
• Manages the preparing the strategic plan of GIS at the company, utilizing management knowledge of geospatial data and required GIS skills.
• Manages staff performance to ensure that staff motivation is maintained.
• Manages the work distribution amongst staff to ensure business plan targets are achieved.
• Ensure that the IT strategy is communicated and well understood across his / her Section.
• Assist the Director of IT Department in maintaining the GIS standards by ensuring that the agreed GIS methodology is followed throughout the Section.
• Provide management information reports to top management, as required.
• Direct and analyze statistical data and reports to identify causes of GIS problems and develop recommendations for improvement of the GIS  policies and practices.
• Fulfil all reporting requirements of all relevant government rules and regulations.
• Prepares periodic reports to top management, as necessary or requested.
• To perform other responsibilities, tasks as assigned by the Director   

• Bachelors degree Engineering or a Bachelor’s Degree in Urban Planning, Civil Engineering or related field.
• Minimum 7 years of progressively responsible experience performing directly related work with strong skills in managing GIS projects and geospatial database design, principles, and techniques, and advanced technical abilities using current GIS software, vector and raster-based analysis, and programming / automation skills; familiarity with GIS related software.
• The ideal candidate must also have working knowledge and experience of managing GIS projects & resources including vector and raster-based spatial data management. Additional experience in using GIS road network and traffic analysis software is preferred.
• Knowledge & skills in the areas of computer technology and programming, GIS.
• Knowledge of the standards tools, materials and practices of the GIS industry.
• Experience in  geospatial relational database concepts
• Experience of map projections and datum.
• Experience in geospatial data models.
• Knowledge of geographic information systems concepts and possession of skills required.
• Knowledge of modern office practices and GIS technologies.
• Project management in terms of simultaneously managing various development projects both in house and outsourced.
